OK - I am in total agreement that leggings are not PANTS. However, if they are not opaque (or you cannot see through them in any way, shape, or form), then I believe they can be worn with a shirt (vs. dress) as LONG AS the shirt reaches the bottom of your butt. This is especially true for cool, patterned and/or festive leggings, as you don't want to detract from the awesomeness of them with superfluous fabric.
